I don't think it takes a genius to conclude he would've been far better off at United.
But at the end of the day he most probably went to whoever offered more money/better contract. That's all he personally cares about tbh.

I had a feeling he'd go to Chelsea. He's a good signing for them but I think he's overlooked the league place because they are paying him massive wages and paying an insane agent fee

Yes, because the last time the Chelsea board splashed out a load of money on a player, it worked out amazingly didn't it? Remind me of Torres' goal scoring exploits, will you?
Torres and Hazard are two different human beings, are you okay with that?
Just because we splashed out on one player and it didn't work out, does not mean that another person cannot succeed at our club. Perhaps you need to get yourself checked, but I'll leave that up to you.

I personally think he has the biggest mistake in his life, should have joined united. I'm sure he said that he'll join the team that lets him be no. 10, play frequently and offer him a certain amount of money. So what's going to happen to Mata now? :P

He doesn't really have any loyalty or preference towards any english clubs and its more likely he's after a fat wage packet. -

Chelsea: 3 PL, 1 CL, 4 FA Cup, 2 LC = 10
