Somalia presumably, although Zimbabwe, Syria, Iraq, Afghanistan, Iran, Saudi Arabia, Bahrein and Yemen must also be in the running.
Strange how many of them turn out to be Islamic countries.

Saudi - flogging, stoning, beheading
Iraq - mainly bombing
Afghanistan - different kinds of blowing up
N Korea - first torture, then worked to death in labour camps
Russia - fake vodka, death by cop
Scotland - lack of normal foodstuffs for human consumption

I know of African-Americans and Europeans and Canadians of Asian origin who have travelled to North Korea. There are countries in this world which receive far fewer tourists than North Korea- going there is a question of just being able to afford the travel agency fees and (preferably) not having a US or South Korean passport. Getting a visa is pretty easy if you are European. I hope to go sometime but, as far as 'megalomania' tourism goes, Turkmenistan interests me more.(Original post by Sir Fox)
For the locals, yes. For white Europeans, no. I'm planning to travel NK in the future and have done my research - it's a pretty complicated and interesting subject, but there actually is tourism and NK is very concerned to make sure that white visitors are not harmed in any way. Doesn't mean it's a great country, but there are actually (though very few) white foreigners living there. For example the German Goethe Institut (similar to the British Council) has an office over there.
The British Council were (are?) in Pyongyang too, they had (have?) some English teachers there.
It's interesting how many people have listed 'Zimbabwe' ahead of far worse sub-Saharan African nations. I'd much prefer to live in Zimbabwe than say, Niger or Chad.
Anyway, another vote for Saudi Arabia from me- followed closely by Mali, Niger, Chad, (North) Sudan, Somalia and Mauritania- just not a fan of hot, flat, sandy places (or religious theocracy of any kind). And I think the luxurious compound expat existence would kill me with boredom. -
