How to imrpove video quality??

    How to imrpove video quality??
    Is there any way that you take something like this one

    and turn it into something like this???

    I mean improve the quality and then increase the size while maintaining that quality???


    Any help would be much appreciated.

    Short answer: No.

    Long answer: Use some common sense. There is no magic way to restore quality, it takes considerable effort plus knowledge of the original work. With digital media it is almost impossible. You can downgrade quality easily enough, but repairing it is basically a no-go.
