She does scifi? I've only ever seen fantasy books by her.
At first glance I'm opposed to this, it means a single database holding everyone's ID. Then the NHS, police database and so on would probably link to this table. I'm worried about security and setting up a system conductive to an overlordish government.
Also. Fall over and break this chip and you're in a load of trouble. A strong electric/magnetic field would do the same.
