Cannot reapply for jobs!!!

Cannot reapply for jobs!!!I applied for so many jobs and then I get an email from a few of them saying that I can not reapply within 6 months. Like WTF i've got no job experience but how do I get experience if no one is willing to take me on?!
And am I more likely to get a job if someone refers me? -
