I use Motions for specific matters. Bills are for broad matters.
Sorry it is not much but that is they way I see Motions.

Bills are for the big stuff and Motions are for small stuff (my view).

Really? Bills are explicitly about debating specific policy proposals, whereas motions allow a topic to be discussed in general terms. I think you've got them topsy-turvy.
Take Transport: Bills are used for massive stuff like reopening various lines and Motions are used for individual projects like the Crossrail extension or redeveloping a certain rail station or MML Electrification.
