Depends what your goal is. We need more to go on really.

Are you looking for strength, beach body, vascularity etc?

Only you know if you want to bulk or cut, judging by your body fat you'll lose a LITTLE size on your arms etc but not a lot.

To help cut down, slightly lower your calories & do more intensive cardio to burn the fat surrounding your muscles.

Carry on with whatever your lifting plan is, as it wont make much of a difference.

    I'm 19, 5ft7 155 pounds

Don't listen to these people. They are talking out their ******. They probably look rubbish too.

Look at my video: This is how you bulk and cut. You sound like you are in a similar state to my before pics. Check it out. Let me now if you want my help.

Yeah, i'd do a bulk first. Unless you get your macros spot on (which is difficult) you will have to put on a bit of chub to put on a lot of muscle. Once you've done this and you have around 15% body fat, do a cut. Once you've gone to around 8% body fat, start a bulk again and repeat until you are happy with how you look. A bulk should take around a year and the cut should be significantly less depending on how much fat you've got.

There's lots of stickies about what you should/shouldn't eat. There are lot's of threads about what workouts you should/should not do. So have a look around. See what works for you. Just make sure you incorporate the main compounds: Bench, deadlift and squat into you weekly workouts.

Without knowing your body fat % it is a little tricky to tell, you might have very little muscle on you and all your extra mass is fat, in which case I would say cut, but thats just my opinion because I think it is better to get trim then bulk up, than bulk up and become a bit of a fatty aswell. But looks looks to me like you should gain muscle and not worry too much about a modest increase in body fat.

and lets see your progress in 21 months? I'll sit here in anticipation.

And if you take the maximum physical amount of muscle a human can put on naturally then I attained almost my maximum muscle potential.. So saying a gained a 'bit' of muscle is funny.
