Any major city really. I don't think there's an "un safe" city in the UK, it all depends on how you act and conduct yourself while on vacay

Bakewell in Derbyshire is great. It's a beautiful place with great scenery, nice shops and friendly people

Bournemouth and Plymouth are good in that respect.

High standard/posh places are the best. Try north London or central?

Well, it's not got a beach, but Liverpool is by the sea. It's a really nice city and there's tons of students so there'll be good night-life.

Torquay is nice and that has a beach, but I dunno about students.

I personally really like Cornwall, but again I'm not sure about the students.
