Decided not to go..what can I do?
I am an EU student from Romania with a firm conditional choice at King's College London.

What happens if after I receive the results of my exam and I meet the requirements I decide not to go? It is possible not to go?

How do I let the university know that I changed my mind? What do I have to do?

I don't think that KCL is the right fit for me anymore... I would like to study somewhere else - next year if it is not possible this one.

What happens to my student loan application?

    Thank you!

If you decide not to go, then you need to contact the university, and ask them to release you (a simple formality).

As you will never arrive at the university, and you will never register at the university, no student finance payments will be released. You could, however, still chose to cancel your student finance application, but there's not really much point.
