    Depends what you already own.
    If you have one left over from another party,throw that on (duh), or even a sibling - if they're little kids, you could take accessories from their outfit and mix it with clothes you already own to make a 'grown up' version.
    Hit the costume/party shop near you and buy something? It'll be expensive,though.
    Or just look in your wardrobe and see if there's any clothes you could match to a theme - like a friend of mine had an animal print dress, so rolled with that to make a costume of that animal (ears, pretty simple if not kinda lame.)

    As making costumes is a hobby of mine I'd have about 15 in my room in various stages of readyness... so friends just come to me u_u; It's very simple to make a costume out of anything if you have access to a sewing machine, and even more so if you just so happen to hoarde fabric/props/accessories.

    A while back I dressed up as a couch potato/ Spongebob Squarepants enthusiast - tank top with my yellow Spongebob dressing gown on top. Badass.
