    Even if this were to be done, should it not be part of the contract of the lease? Why would this require governmental legislation?

    Its not that much different from what would happen anyway in that debt collectors would probably be called in so aye from me. Although i would like to see some safe guards put in to make sure unscrupulus owners dont go selling off peoples goods willy nilly..

    Who the **** thought this up? At best one might argue that the locker can be cleared out an an auction and the locker owner can take as much of the proceeds as is owed, but this is too far.

    Also, I'd prefer an actual time period to give the locker user a proper opportunity to rectify any missed payments. Presumably if they paid by the day this business with RBS would have seen them lose all their stuff. It also works in the locker owners' favour if the installments are per year.
