    It means that you shouldn't get upset over something that's already happened, you can't change it now.

    That once the damage has been done, there's little point spending your time obsessing over it or worrying about things that can't be retrospectively changed.

    Actually I think it's more to do with events which occur outside one's control, rather than decisions one makes.

    Spilt milk, after all, is almost always an accident - an unforseeable and unavoidable mishap.

    There's no point wasting your time being upset by unforeseen and unfortunate events - that will only set you back even further than the event itself.

    Get a cat then you won't be sad that you spilt milk because the cat will be to busy enjoying the milk and you'll be watching with happiness but not in a pervy way.

    The OED says it means "it is futile to regret what cannot be altered or undone." Dictionaries have virtually all of these definitions!

    I know you didn't ask this, but I doubt the correctness of the phrase. The loss of the metaphorical 'milk' will obviously be upsetting, 'milk' standing for the now spoilt promise of something valuable or somehow nourishing. Generally bottling up feelings of loss and frustration can lead to emotional unwellness. So the act of crying over 'spilt milk' may be very useful.

    Of course it may be even more useful sometimes to forget about it and/or mop it up and find some more. Figuratively speaking, of course.
