    Students and anti-social behavior
    Students are portrait in the media as anti-social and attracting crime. Neighbourhood initiatives have campaigned to limit student houses and "studentification" since 2000 and have achieved major successes.

    The most recent change was the introduction of a new use class (C4) for small HMO's with 3 or more unrelated people. This new use class distinguishes family dwellings (C3) from sharers (C4) and therefore makes a difference based on people sharing the same genes.

    This has lead to a situation where planning situation is required in over 30 local councils like Oxford, Nottingham, Northampton, Leeds, Sheffield...

    Local councils have been given the right to limit the number of shared houses to 10% in a 100m radius by using Article 4, withdrawing the permitted development rights.

    What does that mean for students?

    1. Shared houses will be limited to current numbers, which doesn't promote competition between landlords and might drive standards down.
    2. New shared houses will have to be further away from uni and more travel will be required.
    3. Councils are pushing for more purpose built student accommodation and students will be forced to live there due to lack of choice.

    What can you do?

    Your students union may have enough of a voice to stop your council implementing this.

    Kent Union managed to make Canterbury one of the only places to reject the article.

    It's a very recent victory. As far as I could work out the council agreed to hold it off for two years, at which time they are going to re-evaluate the situation.

    I just phoned the planning department and they told me it is due to be discussed at the next comittee meeting.No decision has been made yet. If they don't adopt Article 4 it would be the first council.

    Everytime they do a consultation the outcome is clear fromthe outset and everytime Article 4 has been adopted.

    Perhaps some people were celebrating too soon then. :unsure: The Previous VP Education definitely posted on Facebook

    Absolutely CHUFFED that Kent Union has stopped Canterbury City Council from inplementing Article 4 Directions...!! One of the only places in the country that has blocked the policy. Huge win for us and for the massive amount of work myself & Samantha Kennedy have done over the last 2 years! More info later....

    I'm sad I know I thought I'd search my town

    Basingstoke has no use to any university like we're between Reading and Winchester....

    also West Basingstoke Nimby War 1996-present!
