Yes. For Oxford, I know a guy who applied (and received I think, although I am not sure) for the Reach Oxford scholarship. Please note that this scholarship is very competitive (so it would be unwise to make an aplication without having a contingency plan should you not get the scholarship).

I have heard similar things exist for Cam, but do not know the details.

Its more common for people to get scholarships from their national government, i think.
