How to find a safe piercing place?

I'm not sure this is the right place for this thread, so mods please move it if it isn't!
I'm looking into getting my belly button pierced and was just wondering how I could find a good piercing place. I'd rather pay loads for somewhere where I know they follow the law then get it on the cheap but risk infection, so money is not an issue!
I've looked on google and they suggest going somewhere which asks for proof of age (I'll be 19 so age isn't an issue but I guess it means that they are less likely to be breaking health and safety regulations) but that's it. Can anyone give me any more advice on how to look for somewhere decent?
I'm not having it done till I'm at uni, partly to avoid the moaning parents but mostly because I will be away for most of the summer and want to research into it in detail. I'll be having it done in leeds or bradfor depending on if i go to my firm or insurance, so if you can recommend anywhere there that'd be great!
Oh, please don't moan at me for wanting this piercing or tell me not to do it. I have my reasons and I know that the risk of infection is minimal providing that you go to a reputable place and keep it clean and dry, and treat infection asap if itt does occur. I know what is involved as I've watched youtube videos. All I want is advice on finding somewhere safe!

Avoid places that use guns, or recommend any harsh cleaning solutions. Make sure they have a portfolio either online or in the shop that you can look at (post a link in the body mods thread in the fashion & beauty forum if you're not sure if a portfolio looks good or bad!). Look for things like jewellery that's way too long or obviously too tight, or anything that looks like it has plastic/acrylic ends (can't be autoclaved). All needles should be single used and in sterile packets, and jewellery and tools should be in autoclave pouches that look like this and are opened in front of you.
There are lots of little things to look out for really, but I'd recommend posting a link to the studio website in the body mods thread if you're unsure
