the only thing not removed is the ram
Not sure about buying a new psu, I can't guarantee you that it'll work and it's definitely the fault, its what I got from reading previous Dell issues with the orange light. -

i am thining of buying that as I can't wor the tower. That is the correct replacement yeah?
also will I have an operating system on there or do I need to reinstall cos dell never provided me with any software cds when i first bought the tv -

You can have new computer regardless of make you know, Dell to be fair a bump in price.
You can also get your old hard drive and use it in the new one and the ram if it's compatible.
