That depends what you mean by in succession really. A bolt action rifle fired rapidly could be deemed as firing in succession, so it doesn't necessarily have to be an automatic or semi-automatic firearm.

By 3 shots I assume you are referring to shotguns? That is only the case with shotguns on a shotgun certificate, if they are on a Section 1 FAC the magazine can have a higher capacity that 2 rounds. Then there are also .22 rifles which can be semi-automatic and these do not have a magazine capacity limit as far as I am aware.

I learnt in law that police officers are indeed under a legal obligation to act even if they are off duty.
