Apply then, if you wouldn't mind. You can always say no to the unis if you don't get to go with your friend or if you change your mind. Actually that's a good idea - it's not set in stone - you can always say no to unis and reapply next year, or even ask if you can go the year after.
Can I ask what A-Levels you do/did and where you're applying? Are the universities okay with the age? Thanks

This year I did my Maths A2 and did Further Maths, Physics, Economics and German AS-levels.
Next year I'll be dropping Physics to leave me with 3 A-levels next year and 4 overall. Unis will count the early Maths A-level so LSE for example would offer AAE

I'm applying to Cambridge, UCL, Durham, and then depending on my grades a couple of slightly lower unis like Nottingham or Exeter.

I'm going for Economics and Modern Languages courses and all the universities are okay with my age. Some say they will check to see that I'm mature enough etc. in interview or something, and some said a gap year would be good, but they won't mind if I don't take one. So basically I'll just stop shaving for a few weeks Oh and also I believe the Porter for each college/hall will be notified of my underagedness and officially be looking out for me.

Here's some confirmation in writing from admissions tutors:

From UCL: "We’ll consider applications without prejudice from those who won’t be 18 when they enrol."

LSE: "if an applicant will be younger than 18 at the time of
registration they will receive notification of the School's policy as a
part of the standard offer letter, advising them that they will not be
admitted into the Students' Union Bars until their 18th birthday.
Additionally, if they accept a place in an LSE/UoL Hall of Residence,
the warden will be made aware of their age. You would not be
disadvantaged in the application procedure in any way."

Warwick: "Being under 18 but over 16 would not impact upon your
application to study with us but obviously there would be some
restrictions such as the sale of alcohol"

Cambridge: "We do not have a minimum age requirement, though it is important that
you are considered mature enough to cope with the level of work involved
in the Cambridge course. Occasionally we make an offer for deferred
entry if we think that this would be more suitable, but it is not a hard
    and fast rule."

Any other questions feel free to ask me or Pierre over here -> :pierre:
