I don't think thats an issue, I think the issue is actually being able to afford to live, because the maintenance loan/grant together aren't enough in some cases. So often extra funding is required to survive.

I'm confused. I thought your tuition fees get covered, end of, no questions asked.

Then I thought you get a separate loan that is for living costs?

The first bits true yes, but the separate loan doesnt really cover the cost of living in many cases.
The Oxford thing also supports parts of that as well.

But the cost of living, which doesn't really get covered completely requires students to get part-time work or other sources of income. London is the worst for students covering living costs.
