In theory, yes. But whether it actually does or not depends on various factors. Personally, 2nd year was harder in terms of workload at least - in 3rd year I much preferred the modules I was doing (considering I could choose them and therefore studied what I enjoyed) plus the freedom of the dissertation helped which made it easier in that sense.

Technically it is harder, as the level of work is raised. What I found most challenging was the sheer quantity of work within a short period of time.
