Pretty unusual, yes.
Considering that some larger test centres have 20 or more routes, the odds on you having the same one 3 times are about 400 to 1.
There are approximately twice as many routes at any given centre as there are examiners at that centre. Visiting examiners tend to know fewer routes at a centre than the permanent staff, but who you get is random too, so shouldn't excessively shorten the odds.
