    'Average' school pupils who do not do well in 11+ exams...
    If their parents are rich enough, can they be sent to private school? Or do they need to have to have passed the 11 plus exam (the admissions test to get into non-fee paying grammar schools)?

    Yes, but some private schools aren't academically better than good state schools.

    If this is the case then it's a waste of money.

    Some fee paying schools set entrance tests, some just want your money afaict.

    Some people will always be average in life because they never try to improve.

    If an average person can't pass the 11+ or an entrance exam then that school would obviously be too difficult for them - they are in place for a reason!
