Depends on the circumstances.
If the country was at war or there was threat of it, I'd probably want to leave.
If however poverty was the only issue I'd try to do a degree as an international student in a useful subject/vocation and then return home to make use of my skills, to better the country etc. -

Depending on the situation, you might do more good for your country by working & campaigning abroad.

Well
1 - I guarantee you would try your very best to leave the country. Either at the start by deluding yourself into thinking that you'll come back and make it a better place or to just abandon your countrymen.
2 - As you grow older you'll realize the country's government is so corrupt in every way possible that there's really no way you can improve the situation even on the off chance that you do come back after studying abroad. -

Abandon them to die? "Poor countries" are not nightmarish hellholes in which everybody is on the brink of starvation or about to die of cholera. Most people in all but the poorest parts of the world have a standard of living well above subsistence. -

Although, its nice to say one person staying and trying to improve the country is pretty hard when everyone else is immigrating to other countries looking for work. This is the case in Uzbekistan, where everyone goes to Russia for work and no one is Uzbek looking to improve the country.
