That's about £4000 a family not person... It's going to be a scheme where money is invested to help people who need help the most get the help they need. Not everyone comes from a stable family and they are just as human as you or I.
I personally know a lot of people who could benefit greatly and come out of poor living conditions. Some suffer everyday because of stupid uneducated parents. I think you should take a step back and think of the meaning behind "problem families". -

If you think people deliberately shirk working because benefits are more rewarding then you're a) delusional since living on benefits is ****ing difficult, a single over-25 gets roughly £70 and under-25 £50 a week and b) avoiding the real issue that if your assertions are true, the world of work is so morally twisted that benefits are more profitable. As the troubled families policy goes, the criteria include things like poor housing, low income, collective unemployment, poor qualifications etc. If there's a single example of where a welfare state is necessary, it's these people
