i am not off to that university hall of residence but i'd say you are allowed, my friend had a cofffee maker , aand a kettle , the last was in her bedroom as there was a photograph of a kettle in a advertisement in that room. the previous comment about fire alarms i dont think this will occur a the only thing that comes of it is steam/ water vapour so this is not an issue

Mini fridges are allowed, but halogen lights are not, along with candles, pets and deep fat fryers (or, indeed, any form of deep fat frying). Theoretically, blu-tack is not allowed but in reality that's not enforced. Smoking is also only allowed outdoors.

Plus deep fat fryers are immensely dangerous even in homes... in the halls I was living in one person set their kitchen on fire with an oven glove being left on a still hot oven ring. I'd dread to think what some people would be like drunk with a deep fat fryer.
