I am pretty sure I can't but I know that people in Northern Ireland can apply. I was born in England but moved to Northern Ireland when I was 9 months old. I have looked on the website but it doesn't mention if this is possible.
It is a little annoying because all my friends are getting them so they can get free tuition in Scotland.
