Sounds like you've basically been scammed. When you activate a game on Steam it's tied to your account. There's no way to transfer it, so the only way to buy a second hand Steam game is to buy someone's account details off them (and even that might be against their rules, not sure). You've been sold something completely worthless.

Empire: Total War is only £5.99 on steam at the moment but that deal expires at 6 so you might want to hurry. -

I think i saw something like a gift system on steam a while back, can people buy another steam user a game ?...if so it might be an idea to get the ebayer person to pay for it instead of a refund -
