    Any free software to chop up mp4's?
    Bonus if it can speed up/slow down parts and can turn on/off the audio.

    I'd use a video editing software. Sony Vegas Pro 10 is what I use, but it's quite expensive so you may want to look around.

    I'm not looking for anything dramatic. Just to cut up bits of video and then put sound over them, I wasn't expecting to pay anything aha.
