How to draft a bill ?
Hello , how would I draft a bill for to stop the sale of arms to countries with human rights issues or suspected rights issues and if they suspect a country to be selling arms to them they will be reported to the UN.

You've already asked this once, but I'll give it another go.

Short answer: you can't. Only an MP or a Lord can.

Long answer: you can influence or petition MPs to promote Bills or ask questions of the government to influence government policy. There are plenty of avenues to do this, and it will take a long time (as in, several years) before you see results, but it is the best way.
