Yeah I think it's pretty common. Also, some condoms have a bit of lube inside them and I swear it desensitizes the penis. Feels really weird anyway (in a bad way). -

Its interesting how they go rock solid when you say take the condom off though..

I do like Jessica's cynicism though, and he doesn't have to come this way in order to have a good time, so if this is his way of trying to get you to have sex without a condom... -

Sometimes depends on the girth, as the condom can cut off blood flow and kill it (in which case, find a brand that does XL), sometimes people just have those days where it isn't coming (hurr). Otherwise... no idea.
Maybe try an extra thin one if the sensation is the problem? -
