They are essentially implementing a zero-tolerance approach. And with the bad press they get regarding racism and homophobia, perhaps this is the best way to bring football into the 21st century.
Tbh you're better to education than punish - take Suarez, he's obviously very bitter about the way he was treated - would he not have learnt more if he was educated and given a lighter/suspended sentence? -

However, a member of the public has complained to the police about his offensive behaviour so there's no reason why Rio should not go through the criminal process just like Terry. So Terry gets charged and its a travesty of justice and whatever other nonsense you were spouting, and when Rio is charged is justice?

I expect criminal proceedings against Rio regardless. I'll be surprised if endorsing a racist slur is not illegal. Whether or not the police will do anything is another matter.

Having someone that high profile endorsing racist slurs is a tough one - if he said it on the street and was a nobody - no one cares.
You see plenty of comedians get in trouble over comments on tv, obviously they are able to push the line further because they've got the defence of comedy. You'd see plenty of politicians have to resign if they did what Rio did tbh.. -
