The prosecutors argued all rain water belongs to the state - in this case I would make the state liable for every single damage rain inflicts on my property and me, including ruining electronical gadgets (laptop, mobile phone etc.) I left in my garden

lmao.If the rain water is owned by the city or State- then wouldn't the city of State also be responsible for any and all property damage (such as house flooding, etc.) caused by rain water there?
