I am not an expert on the subject, I just have heard it from general media and I was not interested in details, but to give you a hint. Please correct me if I am wrong.
As a skilled worker or academic you need to be able to achieve an over average income (40k €), which is not really difficult for (German) academics, in some subjects (engineering, maths) of only 30k. (It was 60k in the past)
After studies in Germany people have up to 18 months time to achieve it. Whoever is really good and has studied something which is demanded should have no problem in bigger cities, including parts of Eastern Germany. When a company really has interest they just pay the 40k or 30k, even if 35k or 25k would be normal for beginners in the job.
