It might just be an overdramatic email on their part to get you to answer quickly. My uni do that with library fines, and send out emails saying you will be evicted from your accomodation and expelled from the university if you do not immediately rectify the massive debt you owe them (or similar scary words to that effect) -

I understand the uni move to hold on to the degree till you pay whatever fee you owe them, but only if the aforementioned fees are sorta astronomical.
I will keep you posted anyway.
And by the way lilahnurave, can I ask the question everyone want to ask: what uni you go to? I hope it's not mine.
