So, Michael Phelps has retired from the Olympic games with a record 22 olympic medals, and an incredible 18 gold medals. The second highest is 9 gold medals, which were won by Larisa Latynina between 1956 and 1964. Do you think anyone will ever win more olympic gold medals than Phelps? Also, do you think anyone will ever break his record of 8 gold medals in a single olympiad?

Missy Franklin is a better bet IMO, she's only a year older than Ye Shiwen and won more golds than her, not to mention that she's likely to win alot more relay medals in the future because the americans always have several other top swimmers on their team - something that can't be said about china, at least not just yet.

It will be between the two I reckon, Missy is amazing.

Yes. These days so much emphasis is placed upon breaking records and chasing history that, as soon as someone like Phelps comes along and wins so much, eventually someone will come along who has the talent, the physique, and the determination to do the same.

Phelps actually missed out on a 23rd medal at this years games when he finished 4th in his first race. If Phelps Mk2 comes along in the future and equals his achievements, but wins that extra medal that Phelps missed out on this year, they'd have 23.

He also narrowly missed out on a 19th gold when he mistakenly glided at the end of his 3rd(?) race this year, so you could make a case that he's left the door open there (sort of ).

That's assuming this athlete is even a swimmer and we don't end up with another sport having a dozen events every Olympics

I think they could but it will only be another swimmer. No other discipline allows one person to compete in so many events.
