In order to lose weight, one must become more active and eat lesson foods that are high in Carbs and Fats. Not stop all together, just cut down. Eat more protein, become more active in cardio (3-5 times a week, 20-30 minute sessions), and undergo some form of resistance training (2-3 times a week 45 minute sessions). You will notice a greatness in your body in terms of toned and less fat.
Something like
MONDAY Cardio (20-40 minutes - start low, slowly progress)
TUESDAY Resistance Training (Back and Biceps with abs) 45minutes (2 sets of 4 exercises for each muscle)
WEDNESDAY Cardio (20-40 minutes - start low, slowly progress)
THURSDAY Resistance Training (Chest, Shoulders and Triceps) 45-60 minutes (3 sets of 4 exercises for each muscle)
FRIDAY Cardio (20-40 minutes - start low, slowly progress)

Find out your TDEE, minus 300-500, eat that number in calories. Make sure its a realistic number.
Look into various cardio workouts. Are you considering going to the gym or working out at home? Or a combination of both? It most definitely is possible to lose fat at home. (I've lost 4"+ on my chest, waist and hips at home and am looking to lose another 2".)
If you don't want the skinny fat look then consider strength training.
Set a goal. Many people don't have a goal when they start the fat loss journey, but from personal experience I would say do set a goal.
I say this because the first time I lost my weight, it took me about 11 months to drop two dress sizes and I didn't have a goal. I'm currently in my second, and hopefully final weight loss round (I gained back one dress size over summer) and so far I've lost that dress size in the last 4-5 weeks. It took me 8 months to lose it when I didn't have a goal!
If you create a plan, make sure it's realistic and it suits your lifestyle and dietary habits. Count macronutrients if you know you lack self-control with food.
For example, in my case, I know that if given a set number of calories then I wouldn't eat nutrient-dense foods and I would eat a load of 'empty calories'. Since joining myfitnesspal (which I most definitely recommend you do!) I set the macros to suit the ideal diet for me because this way I know I won't eat ****ty foods that lack nutrients. For example, my carbs are set to 100g and protein to 75g so that way I HAVE to eat nutrient dense foods in order to reach my protein intake so I basically stop myself from eating bad foods such as refined carbs because they're so high in carbs and low in protein. If you understand this (I'm not the best at explaining!), then it should sound like a win-win-win sort of situation.
Finally, prepare for the worst. If you only have a little to lose, it'll go slowly. If you have a lot to lose then it'll go fast in the beginning and slow down when you get near the end. You may reach a plateau so prepare yourself for this. Don't expect it to be fun. It might be in the beginning but after a while it'll get tedious. That's how you know you're doing a good job. Lastly, when calorie counting, BE HONEST with yourself. So many people mindlessly snack and don't count the snacks and then cry because they don't lose weight. You're on a mission here, not some walk in the park.

Simply wants to tone up, therefore the Cardio can be a replacement. Leg training is mainly used for more muscle mass and to produce more natural creatine.(Original post by Old School)

Surely by that logic doing any resistance training will turn you into a bodybuilder?
'Toning' isn't a real thing. It's simply the result of more muscle and less bodyfat. Funnily enough, OP wants toned legs therefore they need to be trained.
