Is it gonna be:
"Mr.Gibson and the council were only at the stage of negotiating the contract. The treasurer’s letter indicated this with the phrases: ‘may be prepared to sell’ and ‘this letter is not to be regarded as a firm offer of a mortgage’. Therefore the court held that there was no contract and the letter was merely a supply of information."
I'd include that sending the application form was merely an invitation to treat.
