ABS should reduce stopping distance on wet. On dry it should be nearly the same. On loose surfaces it increases the stopping distance because the wheels can't get buried in the surface.

That really depends on whether traction or braking force is the limiting factor in your braking (and assuming you just stomp on the pedal rather than modulating the pressure). The real benefit of ABS is allowing you to steer whilst braking.
