Access To Higher Education Nursing and Midwifery

I'm 19 years old and I want to go back into education and do nursing. The access course that is available to me says that there is a course fee. Now I have read that if you don't have any level 3 qualifications then it will be free of charge for you. Is this true? And if it is true, I did a year of As Levels and failed them all, and did a year of a level 3 course but never completed. Does this mean that I am not eligible for the course free of charge? Can't find answers anywhere for this?
I have no certificates or official records to say I have completed any level 3 qualifications

If you have not completed a level 3 course or passed A'levels then you do not have a level 3 qualification.
