If you're mentally ill you are not in full control of your actions are you? There's a basic principle in criminal law of Actus Reus and Mens Rea. If you are mentally ill there's a good chance that the latter won't apply to you. -

If you're mentally ill you are not in full control of your actions are you? There's a basic principle in criminal law of Actus Reus and Mens Rea. If you are mentally ill there's a good chance that the latter won't apply to you. -

I agree that these people should be cared for in the first place but that's not the point.
If a hungry lion escapes from a zoo he might devour a child. That's not the lion's fault. Similarly, if a psycopath (who should be under care for his safety and the safety of others but isn't) who is for whatever roaming the streets he might kill someone.
