When does student finance open?

Is there a confirmed date or a date when it is expected to open?

we just had a presentation on this at my college recently. The financial advisor said he doesn't know of a fixed date yet, but it is expected to open at the beginning of March.

The second link says applications for student finance won't open until 'at least February 2013' but they don't give a date.
First link says the deadline for applying for student finance is 31 May. So I'd expect it to be early Feb.
