devolved decision making in Scotland

Ok basically I do the devolved decision making in Scotland as a political issue for modern studies.

I am confused between the qs within the unit as there are questions on the devolution in scotland and you assess its impact and there was also a question in 2010 on msps abilty to make their own decisions for the scottish governmemt. What id like to know is do they basically contain the same content? Like my teacher said these essays are all similar and thus have the same content for each

Also if they do I dont understand how fmqs or topical questions show Scotlands great devolved powers or do they?

Please help I am so confused!
