Ha, Gaaaaaaaaaaaaaaaaay!
I think it'd look pretty terrible if I'm honest, but flip flops in general make men look terrible unless they're on a beach. With skinny legwear as well I can't see it turning out well. You'd probably wind up looking like a lady.

It's up to you if you want to dress like that, but it's a big no from me.

Maybe if you're able to roll your chinos/jeans up to your knee/shin then it would look ok. Other than that, no.

No way. Instead pair chinos with loafers or boater shoes.
Chinos, skinny jeans and flip flops are all bad enough on their own ... together would be disastrous.
