In this case:

In order for the coach not the be overbooked, we require.

(14 or less turn up for the minibus (i.e. no extras requiring the coach) and 48 or less turn up for the coach) or (15 turn up for the minibus (means 1 for the coach) and 47 or less turn up for the coach).
