Oh sorry initially I just thought you were talking about a sort of "circumference" with a tape measured around the shoulders completing a loop (like you measure most body parts) in which case 20 inches would be way too small- try more like 45-50 I guess.
But if you are just talking about the distance from the outside of one shoulder to the other then its plausible I guess.

People measure them all the way around and like 50+ is large. I think.
They tend to look larger with a small waist though with that V taper etc.
