What does the rate constant measure in kinetics?
And is it only temperature that affects this constant?

K is just a constant of proportionality, scaling the relationship rate=k[A] so that the values are the correct order.

K is dependant upon T only if the system follows the Arrhenius law.

Most systems do, you can usually assume it is followed unless otherwise stated
