Internet Usage at University/In accommodation

I am confused by a lot of the legal jargon which is the only information I have been able to find regarding usage of the internet while at University.

Are you allowed to use things like facebook, reddit, twitter etc.
What about higher usage like youtube, or BBC iplayer? For just general video watching.
What if you wanted to play a steam game online?
Are you allowed to use stuff like eBay, is that "commercial" usage.

It is also unclear if a lot of the University rules on the internet would apply to your campus accommodation as well?

1) Yes.
2) Depends on the Uni and if you have any sort of cap on the amount of data for download.
3) Ditto.
4) They mean essentially 'running a business' from Uni. Normal Ebay activity of a few buys/sales isnt going to count as that.

Post a message in 'your' Uni forum re. questions 2&3 - current students will know the answer.
