Accenture Horizons 2014 Application

So I've been thinking about applying for the 2014 Accenture Horizons programme, but I'm really confused by the online application. Question 3 asks to state any offenses if the answer to the previous question was yes, but the previous question enquirers about availability to work out of town?
I was also wondering if I said I couldn't work out of town or flexible hours, how much that may damage my chances?

Hey! Ah, good luck with your application! Well, I sent them a message, and they said to ignore question 3 as it was an error on their behalf, so I simply put 'Not Applicable' in that section, and they also said that in terms of availability it shouldn't affect your chances, but the brief does state that willingness to work out of town is a requirement, so...
