Help me choosing the university.

Greetings, i graduated from electric engineering collage and looking forward to study Masters/postgraduate in the UK, help me choosing the right university, im looking for a average fee university (around 10k pounds) with a decent social life, less internationals more locals preferably since i want to improve my english speaking skills, the subject im aiming for is Engineering Management.
