Is the question "why lower temperature lowers the solubility"? If so, the answer is "because it does". For most compounds.

But there are examples of compounds for which solubility goes UP with lower temperature, so this is not a general rule. In general it depends on the intermolecular forces between the substance molecules and solvent molecules, and is not always easy to predict.
